Merkel opens Roma Holocaust memorial in Berlin

Germany remembered the Holocaust's forgotten victims on Wednesday by opening a memorial in the heart of Berlin to the 500,000 ethnic Sinti and Roma murdered by the Nazis.

As the mournful strains of a solo violin sounded through the trees, political leaders and frail survivors approached a dark pool close to the German parliament building.

Its still water is intended to evoke tears for the dead but also, in reflecting the beholder, inspire new generations to protect minorities from hate.

"This memorial commemorates a group of victims who, for far too long, received far too little public recognition -- the many hundreds of thousands of Sinti and Roma who were persecuted by the Nazis as so-called gypsies," said German Chancellor Angela Merkel.?"The destiny of every single person murdered in this genocide is one of unspeakable suffering. Every single destiny, fills us, fills me, with sadness and shame."

The memorial was designed by the Israeli artist Dani Karavan, the BBC reported, and a chronology of the Nazis' extermination campaign appears next to the memorial. A fresh flower will be placed on the triangular surface at the center of the reflecting pool every day, the BBC said.

Discrimination against Sinti and Roma increased at alarming levels once Adolf Hitler took power in 1933. They were sent to forced labor camps and, from 1934, subjected to forced sterilization as a result of the Nazis' "racial purity" laws.

By the start of World War II, the Nazis' genocidal intent became clear as Sinti and Roma were deported to death camps, where they wore uniforms bearing a "Z" for "Zigeuner" (the German word for "gypsy").


The first time a German leader recognized Nazi persecution of the Roma on racist grounds was in 1982, more than 30 years after West Germany acknowledged the murder of 6 million Jews and began to pay compensation to Israel.

Discrimination today
German politicians and Roma leaders at the opening ceremony described the memorial as a reminder of the urgent need to protect minorities today.

Many of Europe's 12 million Roma face discrimination and social exclusion, often living in dire poverty.

"Half a million Sinti and Roma, men, women and children, were murdered during the Holocaust. Society has learned nothing, next to nothing from this, otherwise they would treat us differently," said Dutch Sinto survivor Zoni Weisz.

His voice faltered as he described how, as a seven-year-old, he watched his father, mother, sisters and brother being deported in a train to Auschwitz concentration camp.

Merkel stressed it was a German and European duty to protect Roma rights. After her speech, a heckler highlighted that Germany refuses to grant asylum to Roma from countries such as Serbia and Macedonia, where they face discrimination.

Romani Rose, leader of the Central Council of Sinti and Roma in Germany, also attended the ceremony.

"Opening the memorial sends an important message to society that anti-Roma sentiment is as unacceptable as anti-Semitism," he told AFP.

It barely took a month for three New York Supreme Court judges to decide nude dancing is actually an art form and not just a sleazy way to spend a Saturday night.

Too bad they were in the minority.

Last month, Nite Moves in Albany argued its entertainment was an art form and shouldn't be subjected to state taxes.

But the court took no time at all to strike down Nite Moves' clever legal maneuver in a 4-3 ruling.

In order to qualify as tax-exempt, Nite Moves needed to prove it had to charge admission fees for its performances, which it likened to choreographed dances.?

But, in the majority opinion, the court found Nite Moves failed to prove the dances were choreographed works of art. The court also rejected the club's argument that its "private room" fees were the same as admission charges.

But this is the real money quote from the majority, via Above The Law:

"If ice shows presenting pairs ice dancing performances, with intricately choreographed dance moves precisely arranged to musical compositions, were not viewed by the Legislature as ?dance? entitled a tax exemption, surely it was not irrational for the Tax Tribunal to conclude that a club presenting performances by women gyrating on a pole to music, however artistic or athletic their practiced moves are, was also not a qualifying performance entitled to exempt status. To do so would allow the exemption to swallow the general tax?."

But some of the judges fought back, saying there was no difference between "highbrow dance and lowbrow dance."

Ambush kills 10 Afghan troops

KABUL, Afghanistan (AP) ? Taliban insurgents killed 10 members of the Afghan security forces in an ambush in western Herat province, police and government officials said Tuesday.

Muhiudin Noori, a spokesman for the provincial governor, said that soldiers and police were searching late Monday for a group of insurgents who had earlier set up a roadblock where they were stopping and seizing passing vehicles.

In the ensuing firefight, five policemen including the district commander and five soldiers died, Noori said. There were no insurgent casualties, but police later arrested 25 suspects found in the area, he said.

Also Tuesday, an American service member was killed in an insurgent attack in the east, the U.S. military said in a statement. It did not provide further details about the attack. The latest death makes at least 12 American service members killed so far this month and 265 killed so far this year.

The Herat ambush was the bloodiest single incident for Afghan security forces this year in western Afghanistan ? an area where the insurgents have been less active than in their strongholds in the east and west of the country.

In recent months, Taliban guerrillas have been switching tactics and increasingly targeting Afghan security forces as the international coalition continues its drawdown toward a planned withdrawal of the majority of combat troops in 2014.

Meanwhile, President Hamid Karzai condemned "in the strongest possible terms" a NATO raid on Sunday in Logar province in which he said four children were killed.

A presidential statement said coalition troops carried out the operation in Baraki Barak district in an effort to apprehend two armed militants. But this resulted in the deaths of the four children who were tending to their animals in the same area, it said.

Din Mohammad Darwesh, spokesman for the provincial governor, said the victims were between 10 and 13 years old.

On Sunday, NATO said it had conducted a precision airstrike in Baraki Barak district which killed three insurgents. "No other individuals were reported nearby at the time of the strike," a coalition statement said.

In recent months, Karzai has criticized the international military coalition for killing civilians, for not going after terrorist safe havens in neighboring Pakistan, and for not providing the Afghan armed forces with all the weapons they need.

The criticisms drew an angry response from U.S. Defense Secretary Leon Panetta, who earlier this month said the Afghan leader should occasionally say thank you to allied forces who are fighting and dying there, rather than criticizing them.

NBA PM: The Growth Of The Clippers

The Los Angeles Clippers can no longer be taken lightly. They?ve officially arrived as contenders, being acknowledged by the top teams in the league as such. The key to their rise to prominence has been some major roster changes, including the drafting of All-Star power forward Blake Griffin and the trade for Chris Paul, arguably the best point guards in the league. As we?ve come to learn, though, depth is just as important as star power and Clippers? management added several proven role players this offseason, including Matt Barnes, who originally got his career started with the team back in 2003-04 when they finished 28-54.

?The locker room is nicer,? Barnes joked with HOOPSWORLD. ?We have a practice facility now. The team is in a different direction. The organization has done a great job bringing quality players in and making this a destination for free agents.?

Barnes? journey back to the Clippers is unique because before signing with them, he had questions about whether or not he was going to be picked up after an overblown, yet somewhat tumultuous, offseason. Then, a random pickup game changed everything.

?I worked out at the Clippers? facility when they had open runs,? Barnes said. ?Chris thought I was a Laker still and we talked about that. I told him I was a free agent and he said ?Oh you need to come here?, and I was like okay, thinking they already had Caron [Butler] and Grant [Hill], but they pushed it and me looking at the big picture and knowing I could play multiple positions, I took a chance and it worked out great.?

While Butler and Hill will garner a lot of minutes at the small forward spot, Barnes? natural position, having to fight for playing time isn?t anything he?s foreign to.

?In my career, it?s never been anything like ?You?re a starter? or ?You?re the second guy off the bench,?? Barnes said. ?I?ve had to work with everything. I knew this is no different than that. Really, when I talked to Vinny [Del Negro], I just asked for an opportunity. I didn?t need anything promised to me, I just needed the opportunity to compete and he?s given me that. It?s worked out well.?

With the potential far greater than it was the last time Barnes was a Clipper, he sees one thing the team needs to really focus on in order to live up to expectations and be serious contenders.

?Play defense,? Barnes said. ?To me, it?s play defense. With Chris at the point and in transition, our offense will be fine. If we commit to the defensive end and close that paint up and slow people down in transition and limit their threes, we?re going to be hard to beat.?

The Clippers will have several good tests early on to gauge themselves against some of the league?s best as they take on the Los Angeles Lakers, San Antonio Spurs, Brooklyn Nets, Oklahoma City Thunder and Miami HEAT during the first month of the season. All of those, except the game against the HEAT, will be on the road.

Dirk Not In A Hurry: After doing everything he could to avoid it, Dallas Mavericks forward Dirk Nowitzki accepted the inevitable last week and underwent arthroscopic knee surgery to help his ailing right knee. The surgery was not major and something a lot of players who have played as many minutes as Nowitzki has over his 14 year career receive, but it will still keep him out anywhere from 3-6 weeks.

While Nowitzki did not want to miss any time at all, he?s not going to rush back to the court too early because after all, the whole point of the surgery was to avoid hurting all season long.

?I need plenty of practices, so it?s going to be a few weeks,? Nowitzki said to ESPN Dallas. ?But is it going to be three, four, fix, six? I have no idea.?

Nowitkzi?s adamant attitude regarding his return date stems from coming back too early from a similar injury two seasons ago. His conditioning wasn?t up to par and he struggled as a result. He doesn?t want that to be the case this year, especially considering how much the Mavericks are going to rely on him with an almost entirely new supporting cast than the one he had grown so accustomed to and won a championship with recently.

?It stinks,? Nowitzki said. ?There?s no other way to put it. But, we?re not going to have to do it, and before I come back, I?m going to? do a bunch of practices. It?s not like two years ago when I had one practice and came back. This year, we?re going to make sure I?m ready to go.?

Grizzlies Sale Up For Vote: The Memphis Commercial Appeal is reporting that the NBA?s Board of Governors are meeting this Wednesday and Thursday in New York and amongst the items on the agenda are Rob Pera, a 34-year-old wireless entrepreneur, and his ownership group?s bid for the Memphis Grizzlies.

Pera agreed in June to buy the team from current owner Michael Heisley for a reported $350 million. If he receives three-fourths of the Board of Governor?s approval, the last thing he?ll need to do is finalize the deal Heisley.

Pera?s ownership group contains several people of notoriety including several local businessmen, former Memphis Tigers Elliot Perry and Tim Hardaway, actor Justin Timberlake and Denver Broncos quarterback Peyton Manning along with his wife, Ashley, who is a Memphis native.

Several Cuts Made Around the League: As team?s look to trim their roster to the 15-player minimum by the start of the regular season, cuts have started to occur around the league. Here?s a look at who was recently let go as of Tuesday evening:

  • The Grizzlies waived Michael Dunigan and Kyle Weaver.
  • The Spurs waived Eddy Curry and Derrick Brown
  • The Celtics waived Micah Downs and Rob Kurz
  • The Brooklyn Nets waived Stephen Dennis.

Buying a home may be a dream, but the initial purchase is only the introduction to that dream. There?s always something about your house that could be a little better, a little closer to perfect. Now, with a little planning, you can bring your home closer to your dream of perfection.
Reasoning Your Redo
Many home improvement projects begin with someone in the household saying, ?Wouldn?t it be nice ??? Start by evaluating your needs. Most homeowners consider home improvements for one of these reasons.
? You need to update the out-of-date.
? You need to replace fixtures or appliances.
? You?re selling your home. You want to be sure you?ll get top dollar from the sale of your home, and that may be the rallying cry for some home improvement projects.
? You?re staying put. You thought about moving, but now you realize that improving your present home is a better option.
? Your family has grown and you need more space.
Improving to Move or Improving to Stay
You need to evaluate your plans carefully if you?re improving your home to put it on the market. Cutting corners could hurt rather than help your prospects, but you don?t want to go overboard either. Potential buyers may not want to pay for the extras you have included, such as a hot tub or pool. It?s best to keep changes simple.
Here?s a list of remodeling projects that buyers are likely to find valuable:
? Adding or remodeling a bath
? Improving the kitchen
? Adding a new room
? Landscaping
? Adding a bedroom
? Adding or enclosing a garage
Keep the value of other homes in the area in mind whenever you consider improvements. Your home?s value should be no more than 20% above the average. Unfortunately, some home improvement projects get started because something is broken. A leaky plumbing fixture may be the first step to a major bath remodeling. After all, if the tub has to be replaced, why not do the whole room?
While that?s certainly one reason to remodel, you?ll generally want to avoid basing your home improvement projects on immediate need. Proper maintenance will help to minimize problems.

Let?s face it, home projects can be expensive. You may be tempted to tackle them yourself as a way to save money. For small projects, that may be a smart move. However, large home improvement projects are better left to the pros. Keep in mind, do-it-yourself jobs generally take more time and you?re responsible for obtaining the necessary permits and inspections.
Hiring people who have experience can save you money and time, too. For example, these professionals can help you get a custom look using stock products, and that can be a significant savings. Getting something done right?the first time?will give you value that lasts for years.
Be House Smart: You?ll be happiest with the outcome of a home improvement project if you plan carefully and do your homework. Armed with the information in this article and a realistic idea of your needs and budget, you?ll find your home getting closer to your dream of perfection.

Baltimore ?Despite an uncertain environment, state health policymakers are trying to proceed with reforms to the nation's health care system. Even as they try to maneuver through mandates imposed by the Affordable Care Act, they are eyeing regional solutions and creating a more patient-friendly environment. The policymakers gathered in Baltimore on Oct. 17 for a meeting convened by the National Academcy for State Health Policy, which was founded in 1987 by a group of state health officials, seeking a forum where they could exchange ideas about Medicaid, health insurance, regulation, and other programs.

The NASHP Executive Director Alan Weil noted that important lessons have been learned from two and a half decades of state-federal health policy tussles:

  • Federalism is a defining feature of American health policy ? "the baton keeps getting passed back and forth," and "without a federal framework, states will move in variable directions."
  • Economic cycles drive health policy cycles.
  • State health policy "never sleeps," but is constantly active.
  • Health system improvements are as hard to sustain as they are to attain.
  • Health system improvements "do not spread like mayonnaise; we don't always know how to spread our lessons around the country."

Weil predicted that "federal-state relations will continue to be unsettled," and that more attention must be paid to interstate issues and regional solutions. "States can be an awkward unit for change," he said, adding that "we can no longer look at health policy only as a state-by-state affair."

States are trying to proceed with reforms, despite an uncertain environment. The results of the upcoming election are proving difficult to predict and the politics of each state have their vagaries. Furthermore, in order to comply with the ACA, each state must define a package of essential health benefits, decide whether to participate in the law's expansion of Medicaid, and whether to operate its own health insurance exchange or leave it to the feds, among other major challenges.

Norman Thurston, coordinator of health reform implementation for the Utah Department of Health Care Finance, lamented, "The biggest challenge we have is that these are incredibly complex questions ? how to create an exchange, whether to undertake Medicaid expansion ? and yet newspapers and legislators and others see them as yes or no issues, where you just check a box."

Nevertheless, as Joshua Sharfstein, secretary of the Maryland Department of Health and Mental Hygiene, said, "There is amazing opportunity for the states right now." However, resources and time frames are tight, staff are overloaded, and there can be provider resistance. Trish Riley, adjunct professor of health policy at the University of Southern Maine and a founder of the academy, pointed out that health care is shifting from fee-for-service to primary care and managed care models and paying providers for "keeping people healthy" ? not an easy transition. As Bruce Greenstein, secretary of the Louisiana Department of Health and Hospitals, observed, most hospital revenue in his state comes from fee-for-service, and "the hospitals are not changing overnight."

Still, many officials at the meeting welcomed provider participation. In Utah, said Thurston, the state is working with hospitals to assist patients who need help navigating the system; hospitals have asked for access to the state's eligibility data base for this purpose. Rhode Island has had representatives in hospitals for 15 years who help patients fill out applications and gain eligibility for state programs. Furthermore, according to Anne Marie Costello of the Centers for Medicare & Medicaid Services, the ACA allows hospitals to make presumptive eligibility decisions for patients and CMS will be issuing guidance for that within the next two months.

Many states are focusing on service improvement and easier access to state programs, as well as reform initiatives. Vermont is seeking to create a single-payer system, although there are many political and regulatory obstacles. Rhode Island, ironically, is seeking to re-link social services such as temporary aid for needy families and food stamps with health program eligibility ? the irony being that what was known as welfare was linked to Medicaid for decades; they were uncoupled in the 1990s as part of welfare reform.

The challenges are many, but the states are trying to embrace change and create a more patient-friendly environment. As Richard Gilfillan, M.D., director of the Center for Medicare and Medicaid Innovation and former CEO of the Geisinger Health Plan, said at the closing session, "We built a system around patients that doesn't meet their aspirations. We built the system around how providers want to deliver care, not how patients want to receive it." But he believes that the system can and will do better because, as he observed, "Nobody went to school to provide fractured, expensive, unstable care." It remains to be seen whether the states will be able to rewrite that equation.

Epson PowerLite 1761W Multimedia Projector


The Epson PowerLite 1761W Multimedia Projector is modestly priced for an ultra-light WGXA data projector, yet provides superb data and video image quality and solid connectivity choices. It succeeds the now discontinued Epson PowerLite 1775W Multimedia Projector as Editors' Choice. Though it lacks a few features of the Epson PowerLite 1776W , which is replacing the Epson 1775W in Epson's product line, in our testing it showed slightly better image quality and it sells at a much lower price.

The 1761W has a rated brightness of 2,600 lumens, and has native WXGA (1,280 by 800) resolution, compatible with widescreen laptops with a 16:10 aspect ratio. Its light engine employs the 3LCD technology that Epson helped develop.

This all-black projector measures a slim 2.1 by 11.5 by 8.3 inches (HWD) and weighs 3.7 pounds. Is similar in form to the Casio Slim XJ-A246 ($1,499.99 direct, 3.5 stars), which has almost identical dimensions but is a bit heavier, at 5 pounds.

The 1761W has both zoom and focus wheels behind the lens. The focus wheel was responsive, and I could easily get a sharp image. The projector comes with a soft carrying case, which features several pouches and a messenger strap.

The 1761W has the ports that count for a portable data projector: VGA, HDMI, RCA video, audio in; a type B USB port for keyboard and mouse control; and a type A USB port for running a presentation off a USB thumb drive. It also has a second type A USB port, behind a screw-off cover, specifically for its included wireless LAN module.

Data Testing
I tested the 1761W from about seven feet away, where the image filled our test screen (about 70 inches diagonal). The image was bright enough to tolerate a fair amount of ambient light without degradation, and wasn't notably fainter than the Epson 1776W.

Data image quality, as tested using the DisplayMate suite, was very good for a business projector. Type in our text testing was readable at all sizes, though slightly blurred at the smallest size. The only issue worth mention was a very slight tinting in a few white and gray backgrounds?it was somewhat less apparent than similar tinting with the Epson 1776W, and is unlikely to bother anyone if they even notice it.

Video and Sound
Video quality was above average for a data projector, good enough for video clips of any length as part of a presentation, or even to show movies with. It did very well in capturing detail in dark scenes, but there was a modest loss of detail in some very bright scenes. As an LCD-based projector, it's immune to the distracting rainbow effect frequently seen in DLP projectors.

Audio from the 1-watt speaker is of modest volume, adequate for use in a small to mid-sized classroom or conference room, and sound quality is reasonably good.

Bulb Life
The 1761W has a lamp life of up to 4,000 hours. That's good for a data projector, although a far cry from the Casio XJ-A246, whose hybrid LED-laser light engine's bulb can last up to 20,000 hours, essentially the lifetime of the projector.? The 1761W, though, offers better data and video image quality (the latter free from the rainbow artifacts seen in the Casio XJ-A246's video), at a much lower price.

The Epson 1761W is a superbly sleek and light data projector, with very good data and video image quality. Data images showed less tinting than those from the Epson 1775W. Though not quite as bright as the Epson 1775W and Epson 1776W, which are rated at 3,000 lumens, the 1761W's test image stood up to a good amount of ambient light without notable degradation. The 1761W provides Wi-Fi connectivity, though it lacks the 1776W's Quick Connect ad hoc wireless key that facilitates connection. It also makes do with automatic vertical keystone correction, rather than the 1776Ws vertical and horizontal correction plus Auto Screen Fit. But neither of those features is critical, and with the Epson PowerLite 1761W Multimedia Projector you get slightly better image quality and most of the fixings for a much lower price, making it a new Editors' Choice.

Catch the Orionid meteor shower Saturday morning

Star gazers will want to be looking upward this weekend: The Orionid meteor shower is one of the best meteor showers of the year and should not be missed.

According to NASA's website: "Earth will pass through a stream of debris from Halley's Comet, (the) source of the annual Orionid meteor shower. Forecasters expect 25 meteors per hour when the shower peaks on Oct. 21."

The best part of this cosmic display: No telescope required?but you may need an alarm clock. According to L.A.'s Griffith Observatory, the brightest displays will fall between 11 p.m. Saturday and 5:40 a.m. Sunday, Pacific time.

Bill Cooke, the head of NASA's Meteoroid Environment Office, noted in a statement, "With no Moon to spoil the show, observing conditions should be ideal." He added, "The Orionid meteor shower isn't the strongest, but it is one of the most beautiful showers of the year."
