One year ago, at the Summit of the Americas held in Cartagena, Colombia, the Heads of State and Government commissioned the OAS to prepare a Report on the Drug Problem in the Americas. Barely two days ago, we completed that assignment by delivering to the President of Colombia, Juan Manual Santos, who chaired that Summit, and to all the Presidents and Prime Ministers, the document entitled The Drug Problem in the Americas.

Today, it is my pleasure to present this Report to the OAS Permanent Council and to the Inter-American Drug Abuse Control Commission.

Why was this Report necessary? First, because the Americas are home to approximately 45 percent of the world's cocaine users, to about half of all those who use heroin and opioids, and a quarter of those who smoke marijuana. The use of cocaine paste, crack, inhalants, amphetamines, and the unlawful use of legal pharmaceutical drugs have increased. On a par with Europe's, our Hemisphere's use of drugs is one of the highest in the world and triggers a wide range of effects that are harmful to health in both the short and the long run. And the dependency to which all drug users are exposed, regardless of whether those drugs are legal or illicit, destroys not only the lives of those who are dependent on them, but also those of their families and of those who surround them.
In addition to that damage to health, the process whereby drugs are produced, distributed, sold and used has generated an illicit business that is detrimental to the human and material well-being of our citizens and to the integrity of our institutions.
An illegal economy worth billions of dollars, which is operated by transnational criminal networks and diversifying into arms trafficking, contraband, hijacking, trafficking in persons, prostitution, illegal mining, kidnapping, and extortion. It also translates into crimes causing tens of thousands of victims of violence every year in the Americas and ensuring that some of our countries have the highest homicide rates in the world. Drug trafficking also corrupts both government officials and private sector agents at every level, thereby undermining our economies and our institutions and, in extreme cases, even jeopardizing our democratic governance.

Conscious of these challenges, the Heads of State and Government of the Americas decided to forge ahead in the quest for more effective ways to unravel and handle this complex problem.
To that end, an explicit mandate was assigned to the Organization of American States. The text of that mandate, announced by the Chair of the Sixth Summit of the Americas in Cartagena, Juan Manual Santos, entrusts the OAS with:
and I quote, "analyzing the results of current anti-drug policy in the Americas and exploring new approaches aimed at strengthening that struggle and making it more effective." (end of quote)

Shouldering that responsibility, we brought together a large group of civil servants, private sector specialists, academic experts, and social and political leaders from all over the Hemisphere, who contributed with their views and specialized knowledge, their experience and enthusiasm, to the preparation of this Report.

In practice, the mandate involved two tasks, which we needed to reconcile. On the one hand, we were to evaluate current drug policy (or policies) and outcomes, tapping all available sources of knowledge; on the other, we were asked to explore new ideas and approaches that, looking ahead, could pave the way to a broad debate.

We accomplished the former in the volume entitled Analytical Report and the latter in a Scenarios Report. These two parts are intertwined, although the themes and methodology may differ. The Analytical Report depicts the "Drug Problem" as it is and exactly how it manifests itself in our individual countries and subregions. The amount of money it moves and who benefits from it. How it erodes our social fabric and undermines not just the health of our peoples, but also the quality of our governments and even our democracy.

Based on those facts and the perceptions of their protagonists, the Scenarios Report outlines how they might evolve, depending on what policies are pursued and decisions taken in the future. Faced with a phenomenon with varying impacts on different countries, reactions may also differ. The four scenarios we present attempt to discern what those reactions might be and what repercussions they might have.

I will now briefly describe the main contents of these Reports.

THE ANALYTICAL REPORT

The Drug Problem is a matter that concerns us all, above all because of the violence and illegality associated with it. However, we need to start by focusing squarely on the human plight of drug victims. For that reason, our Analytical Report begins with an explanation of the harm done to human beings by drug use, in an attempt to grasp the reasons why society has become concerned with such use and has decided to control drugs. Thus we begin with the impacts of drugs on human health.

Research in the neurosciences over the past few decades has found evidence of a close link between brain structures and behaviors associated with drug use. As I said earlier, drug use has a wide range of detrimental impacts on health over the short and medium term. They range from clots inside blood vessels to heart attacks, stroke, and cerebral atrophy. Drugs affect and alter multiple systems and organs, especially the brain, and the consequences are particularly dire among young people.

Drug addiction is not, as was once thought, a "poor decision," a voluntary choice, which could be undone by another decision. The addictive use of drugs is an illness and needs to be treated as such.

However, that use prompts illicit economic activity designed to satisfy the demand for prohibited products.

Our countries experience and feel what we call the "Drug Problem" in different ways that can even differ from one region to another within countries. The protagonists and geographical circumstances vary and so do the impacts of the drug problem and the intensity with which they are felt.

That makes it difficult for a single set of policy recommendations to encompass the variety and extent of the challenges posed by a process in which so many different parts are played out.

For that reason, the Analytical Report conceives of the problem as a process, tracking the course of illicit activity from the cultivation of crops, to the production of drugs, their distribution (or transit) along routes and the violence accompanying it, through to their sale and end-use.

Chapters 3, 4, 5, and 6 of the Report are devoted to close scrutiny of each of these stages, examining, for instance, the process from coca leaf to the final sale of cocaine. In undertaking that study, we examined the volume of activity, its various manifestations, its environmental impact, and the State's response to it, including the consequences and limitations of that response.

Chapter 7 is dedicated to the study of the use made of different drugs in our countries, the volumes involved for each product, who it gets to, currently practiced forms of treatment and prevention, and their effects on social exclusion and the exercise of human rights.

The available data show that 24 percent of all marijuana users in the world live in the Americas and, of the latter, 81 percent live in North America.

The Americas is also home to between 7 million and 7.4 million cocaine users, a prevalence rate of 1.2 percent, comparable to the rate in Europe. Although drug use has declined in North America and increased in South America, the main destination of this quintessentially American drug continues to be North America and Europe.

In the past 10 years, the use of cocaine paste, which used to be limited mainly to the Andean countries, has gradually spread to other countries. North America accounts for most of the heroin use in our region. Nevertheless, its use, too, is beginning to spread to other countries in the region.

Globally, amphetamine-type stimulants are the most popular category of drugs after marijuana. In the Americas, their use varies widely, from country to country. Extasis-type substances are also extensively used by young people in many countries in the Hemisphere.

As regards State efforts to address drug use, only 18 of the 33 countries in the Americas evaluated under the OAS Multilateral Evaluation Mechanism (MEM) have reported the existence of a national anti-drug plan or strategy, Fifteen either had no current plans in effect or failed to provide information.

One problem besetting numerous countries in the Hemisphere has to do with the controlled-drugs-related growth of the prison population. Society pays an ever higher price for this, not just because of the cost of maintaining that population but also because of the loss of inmates' potential contribution to the economy.

At the same time, drug use is also associated with widespread social exclusion and even outright rejection. To the extent that drug use is penalized or stigmatized, the segments of the population that are most vulnerable to problematic use are inhibited from resorting to timely information, public health care services, and, in general, to prevention and treatment programs. Thus, drug use could be considered both a consequence and a cause of social exclusion.

Social agencies tend to regard problematic drug users as a kind of "disabled person" or social "deviant," generally speaking with ties to crime, violence and dangerousness, and posing a threat to society. For that reason, problematic drug users are excluded from routine settings in which social and emotional ties are forged and social bonding takes place. Frequently, they are even excluded from the programs designed to treat their dependency.

Our scrutiny of this process enables us to conduct a detailed analysis of two phenomena of particular concern to our societies and governments: the drug-trafficking economy and the violence that goes with it.

Based on previous studies by the United Nations and agencies in a number of governments, we established that the retail drugs market in the Americas is worth US$151 billion, or nearly half (47 percent) of the global retail market. Just the North American share of the retail market accounts for 44 percent of the world total.

Based on several sources, it transpires that, in the Colombian jungle, it costs between US$585 and US$780 to produce a kilogram of cocaine paste, and that the same kilo can be transformed into two kilos of cocaine valued at US$330,000 in North America. In other words, in the course of the illegal drug trade's chain of value, it can increase its value 500-fold.

As far as cocaine is concerned, most of the value-added in this illegal economy is found at the end-market stage, where presumably much of the profit is also generated. Barely more than one percent of the value generated corresponds to the revenue of the original producers in the Andean countries, while the retailers in the drug-using countries pocket almost 65 percent of the revenue.

At the same time, those huge profits represent enormous volumes of money which trigger another grave problem for our region, albeit mainly in the producer and transit countries. We are talking here about the corruption of public and private sector officials, who get entangled at some point in this economic process as facilitators or operators. We are talking, too, about the undermining of institutions, especially in the financial sector, mired in the business of "laundering" that money and thereby forging dangerous linkages between what is legal and illegal.

When the corruption generated by the problem of illegal drugs and the organized criminal penetration of institutions reaches a certain level of intensity, State institutions may even be co-opted and reconfigured. No other illegal economy in the region can match the illegal drugs economy's ability to erode institutions.

The other major facet of corruption generated by the illegal drugs economy has to do with its need to hide the illicit origins of assets and funds and incorporate them into the legal economic system, i.e. "money laundering."

Traditionally, the financial sector, and banks in particular, have been used for money laundering. However, and largely in response to prevention measures applied to the financial sector, criminal organizations have diversified their procedures and now also use other economic agents, including insurance companies, stock and securities brokers, exchange bureaus, wire transfer companies, casinos, mineral and precious stone traders and concessionaires, real estate dealers, and independent professionals.

Based on United Nations estimates, we note that the drug-related profits available for money laundering through the financial system amount to between 0.4 percent and 0.6 percent of global GDP. It is also possible to estimate that roughly half of those profits are laundered in the jurisdictions in which they are generated and that they flow into the banking sector, the real estate sector, and other kinds of investments. In the specific case of cocaine, and according to the same source, some 46 percent of the gross profits from retail sales of the substance and 92 percent of the gross profits made by wholesalers are available for money laundering, which translates into the finding that 62 percent of the total gross profits from cocaine trafficking, which, as we have seen, are immense, are available for laundering.

The second critical issue examined in the Analytical Report refers to the various types of criminal violence associated with the different stages in the chain of value of the illegal drugs economy, including the violence accompanying the end-stage in which those substances are used.

All activities relating to the "Drug Problem" are, per se, criminal, without prejudice to the fact that some uses are decriminalized. The perpetration of those crimes, especially those relating to the illegal drugs economy, triggers other crimes and, above all, massive criminal violence associated with the "protection" of those criminal activities and with disputes among rival criminal factions.

That world of crime and violence surrounding the "Drug Problem" is today the most visible side to it and that which does most harm to the people in our Hemisphere and to the institutions designed to protect them and strive for their well-being and prosperity.

As I pointed out already, this activity has fostered the rise or strengthening of gigantic transnational criminal networks, which have ended up extending their operations to other types of crime, so much so that one wonders whether even the disappearance of the illegal drugs economy would mean an end to their criminal machinations.

Directly associated with the violence spawned by the illegal drugs economy is illegal arms trafficking, which has become one of the main headaches for citizen security in the region. Lethal violence from the use of firearms in Latin America and the Caribbean far exceeds the global average (which is 42 percent of all homicides). According to the OAS's 2012 Report on Citizen Security, 68 percent of homicides in the Caribbean are committed with firearms. In Central America, the figure is 78 percent, in North America 55 percent, and in South America 83 percent.

In relation to the criminal violence associated with the Drug Problem, our Report focuses on possible explanations of why that violence is more intense and virulent in some countries than in others.

Our conclusion is that that difference is most likely due to two factors: economic and social conditions on the one hand and, on the other and in particular, the very different abilities of States to guarantee protection for their citizens and, above all, effective law enforcement.

As regards the former, much has been said?and reiterated throughout this Report?about the links between social exclusion, poverty, and crime. One characteristic feature of the drug trade is that, even though some of its bosses become extremely rich, they, their lieutenants, underlings, foot soldiers, and henchmen come from disadvantaged social sectors, in which drugs perform a dual function: becoming a source of employment and way of life and, at the same time, a means of hiring cheap and abundant labor.

Social development and the elimination of exclusion, especially in the drug production and transit countries, are keys to overcoming the drug problem. They do not, as some would claim, constitute the only conditioning factor, but certainly deserve mention.

The second reason for differences in levels of violence is that those countries in which criminal violence and cruelty are most intense are also countries in which institutions are geographically too thinly spread and poorly articulated, with little coordination among them; in which financial and human resources are limited, and where there is a lack of appropriate information with which to shape the formulation and implementation of security policies. Underlying all these woes is widespread impunity and hence an equally pervasive culture of contempt for the State. That culture triggers a vicious circle in which the community opts not to turn to institutions (crimes are not denounced, disputes are settled privately, people take justice into their own hands) because the police do not go after criminals, the courts do not hand down judgments, and prisons not only fail to rehabilitate, often enough they serve as shelters from which criminals continue to operate.
Obviously, guaranteed impunity lowers the cost of violence as much as the risk of punishment increases it. That is probably why a drug trafficker who uses violence and cruelty as a way of resolving disputes with rivals or law enforcement officials in countries in which he runs no real risk of punishment for his crimes will use different methods in countries in which such punishment may be deemed inescapable.

Chapter 9 of our Analytical Report focuses on legal and regulatory alternatives to the problem, their origins and characteristics. It describes and analyzes current trends toward decriminalization, penalty reduction, and legalization; the likely costs and benefits of those various alternatives; and other, non-juridical, options.

Yet our Report exposes not just what is going on today; it also shows what the future could bring. As I mentioned earlier, there is a second volume in our Report on the Drug Problem complementing the part I have just described. In this second part, we sought to show not today's reality, but rather what tomorrow could look like. By that I mean: illustrate some possible futures with respect to the problem that concerns us.

For that, we have chosen scenarios showing what could come about depending on what courses of action we pursue. Using a well-tried and tested methodology, we identified four scenarios that could come about if certain things happen and certain political decisions are taken. Familiarizing ourselves with these possibilities, analyzing their causes and effects, and drawing conclusions from them are tasks that we consider essential for our individual and collective thinking about the Problem.

We have called this Second Part of our report, Scenarios for the Drug Problem in the Americas.

And as we are well aware that not just one future exists, but many that can be forged on the basis of decisions today, we offer four possible scenarios of what the future drug problem in the Americas could look like. Three of the four scenarios depicted ??Together?, ?Pathways? and ?Resilience?- describe three different future alternatives, depending on whether the focus is on institution building, experimentation with legal changes, or the community's capacity to respond to the problem.
In order to compare and make the best use of them, it is important to note that they are based on different visions of the Drug Problem. That is, moreover, an insight based on how they came about: the scenarios were constructed at successive meetings headed by people who had those different visions.

"Together" sees the drug problem as a serious problem of pervasive insecurity, triggered not only by drug use, but also by the frailty of institutions incapable of coping with the criminal phenomenon. Naturally, its focus is on strengthening those institutions so that they can exercise their oversight functions.

(It is important to stress here that this scenario by no means denies the importance of treatment and prevention; but it does attach paramount importance to institutional strengthening of the mechanisms for combating crime. In reality, no scenario will be "pure." They differ in terms of where the main emphasis lies.)

"Pathways" takes a very different tack, inasmuch as it sees the regulatory framework and suppressive measures to control drugs as being a core part of the problem itself. Here, the insight is that the way drug use and trafficking are persecuted exacerbates the problem rather than solving it. Consequently, this scenario stresses the need to seek alternative treatments and legal and regulatory frameworks, which include decriminalizing and even legalizing the use of some products.

"Resilience"?the third scenario?does not preclude the possibility of institution-building or in-depth reforms to the general approach, but it starts from the premise that the drug problem is a manifestation of underlying social and economic dysfunctions, which cause addiction and violence. Consequently, this scenario emphasizes the need for action by a well organized community, based on support from local governments, companies, and nongovernmental organizations.

The fourth scenario, "Disruption," is distinct from the others in that it alerts us to what could happen if we are incapable in the short run of reaching a shared vision that allows us to join forces to address the problem, while respecting diversity in our approaches to it. Its starting point is that the cost of the drug problem is already excessive, that there probably will not be any major changes in strategy, and that, therefore, each player should decide on a policy that best suits its own interests.

Each of these scenarios poses an enormous variety of collective and multilateral opportunities and challenges that need to be at the heart of subsequent debate. With drugs, as with any other complex social phenomenon, there is a wide range of motivations and convictions that shape the social fabric. For that reason we are convinced that the scenarios provide a useful starting point for helping our leaders and, ultimately, our peoples establish collective and sustainable roadmaps within the diversity of approaches.
In mandating the OAS to prepare this Report, the Heads of State and Government of the Americas bestowed upon us a heavy burden of responsibility. At the same time, however, they set very precise limits to our response. That is why the Report I am presenting today sets forth facts that can facilitate decision making, but does not put forward solutions. It is up to our leaders to choose those solutions, knowing that, in the debates to come, they can rely on a solid basis for their deliberations. We believe, nevertheless, that it forms part of our obligation and responsibility to contribute to those deliberations. The best way to do it is to submit for the consideration of the Heads of State and Government of the Americas and of all those who will subsequently take part in this dialogue, some conclusions that follow directly from the analysis presented in this Report.
I would now like to put forward what I consider to be the four principal conclusions of our reflections:
First, although the drug problem in the Americas constitutes a single process, it does allow for different approaches at each of its stages and in the different countries in which they play out. The health problems associated with substance use are undoubtedly to be found in all our countries, because in all of them there is evidence of drug use. Nevertheless, the impacts of the problem in terms of the number of people affected and in comparison with other health problems also besetting the population, are undoubtedly worse in the countries of North America, where drug use is more widespread. In contrast, the impact on the economy, the social fabric, security, and democratic governance is greater in the planting, producing, and transit countries located in South and Central America, Mexico, and the Caribbean.
Likewise, while some countries have more resources and more robust institutions for coping with the damage done by the illegal market in and use of drugs, others have manifestly weak institutions that render them virtually incapable of dealing with the problem.

We must therefore acknowledge that, although all our countries bear responsibilities in the quest for solutions, the latter vary.

Second, the links between drugs and violence in our countries are complex and have a greater impact in countries in which the State is not able to deliver effective answers.
We admit that there may be other conditions that explain the prevalence of crime and violence in some of our countries. That our individual histories as nations, our cultures and idiosyncrasies, and, above all, the poverty and social inequality rampant in some countries also play a decisive role in the explanation of this phenomenon. Nevertheless, it seems equally obvious that to resolve the problem there is always going to be a need for formal institutions that do actually guarantee citizen security and strive to secure the well-being and prosperity of all.
Third, a public health approach to drug use is required in all our countries, with more resources and programs to ensure success.

National, international, and hemispheric drug policies have gradually come to treat addiction as a chronic and recurrent illness calling for a health-oriented approach involving a wide range of services. These policies include promoting healthy lifestyles, protecting users with measures designed to restrict the availability of psychoactive substances, prevention, treatment, rehabilitation, and reintegration into society.

Treatment for drug dependency needs to be available at all general and specialized care levels in the health system, with particular emphasis on early diagnosis and brief primary care intervention. Our Report shows that in many countries in the Hemisphere, there is a notable gap between public health goals and the actual care provided for disorders related to the use of psychoactive substances.

Finally, overcoming the problem calls for a multi-faceted approach, great flexibility, a sound grasp of often different circumstances, and, above all, the conviction that, in order to be successful, we need to maintain unity in the midst of diversity. Greater flexibility could no doubt lead to acceptance of the possibility of amending domestic legislation or promoting changes to international legislation, focusing, in particular, on marijuana, for which initiatives are already under way in some of our countries, with regard to decriminalization and legalization. On this last point, which has caused quite a stir in recent days, I would like to underscore the following: it is clearly contradictory to say one wishes to treat drug addicts as people suffering from an illness and at the same time punish them for drug use. That does not mean that that sick person should not be treated in order to get rid of his or her dependency; nor does it preclude interning that person in a health establishment to prevent risk to her or his health or the security of others. However, we do not believe that sending seriously drug-dependent people to prison constitutes appropriate treatment. What's more, we think it might exacerbate their condition and even render it irredeemable.

Naturally, none of these transformations should cast doubt on or question progress achieved so far as regards collective action in our Hemisphere. Rather, promoting them should be based on identifying whatever serves each country's needs and that which meets the needs of all. We need at all times to remember that in that balance between the individual and the collective, between national sovereignty and multilateral action, lies the foundation for our peaceful coexistence and the partnership we have managed to forge in the course of our histories as nations that are independent and yet act in unity and solidarity in the international sphere.

In this way, the OAS General Secretariat has responded to the explicit mandate conferred upon us by the Sixth Summit of the Americas.

I believe this is the right moment to thank the 178 people from almost all the countries of the Hemisphere, who participated directly in this effort, preparing studies of different facets of the problem, attending meetings and workshops, agreeing to be interviewed, or delivering, sincerely and enthusiastically, opinions and comments that contributed to final preparation of the Report I present you with today.

I would also like to thank those countries and institutions that, as friends of the OAS, publicly or privately, contributed to the materialization of this work.

Many of those protagonists deserve special mention, but, as that is not possible, let me name six who must not go unmentioned. Paul Simons, the Executive Secretary of CICAD, and Adam Blackwell, OAS Secretary for Multidimensional Security, were directly responsible for all the work of the General Secretariat, and Paul coordinated directly with the CICAD team the preparation of all the studies used in the Analytical Report. ?lvaro Briones not only took part in the preparation of both Reports. He also played a fundamental part in their final drafting.

The Scenarios Report is the product of our cooperation with the Centro de Liderazgo y Gesti?n, in Bogot?, Colombia, and especially its President, Gustavo Mutis, and with Joaqu?n Moreno, who played a key executive role, and Adam Kahane, who created the method and core concepts of the Scenarios Report. It was a pleasure and an honor to interact with him for this Report.

As we have reiterated, we sincerely trust that this document will not be construed as a conclusion, but merely as the start of a long-awaited debate. We believe we have embarked upon a path of strengthening our hemispheric efforts in a sphere that affects all our peoples alike and thathat therefore demands our collective commitment and solidarity.

Johnson appeared in 125 regular-season games for the Hawks over the past two seasons, averaging 6.5 points and 3.9 rebounds in nearly 16 minutes per night. He's played in 11 postseason games as well, scoring 4.5 points per game and reeling in 3.4 boards per playoff outing.?

At 6'8", Johnson is a bit undersized at the power forward spot, which can make him a liability at times defensively. But if a team can land him for cheap, his energy and strength on the boards make him a worthwhile short-term investment.?

Lou Amundson Looking to Capitalize on Greg Oden's Move

NBA journeyman Lou Amundson is one of several free-agent power forwards searching for a team this summer, but as ESPN NBA insider Marc Stein points out via Twitter, Amundson's future will likely be impacted by former No. 1 overall pick Greg Oden's decision:

Oden agreed to sign?with the Miami Heat on Friday night, meaning that the defending world champions likely won't come calling for Amundson's services anytime soon.

But that still leaves the 6'9" reserve with several interested clubs, including the Indiana Pacers, who he is familiar with having played in 60 regular-season games for them in 2011-12.

An active body around the rim, Amundson isn't going to score a ton of points in the paint, but his energy and leaping ability make him an excellent addition to any NBA rotation.?

Cowboys coach gets the blues

IF you are looking for angry, bitter and twisted, then you might as well forget hunting down Neil Henry.

As he sips his coffee and crunches into some toast at a Townsville coffee shop, Henry gives off an aura of contentment. It shouldn't be confused with being happy, mind you.

During a 110-minute chat, the deposed Cowboys coach smiles twice and laughs just once.

After being told this week that his services at the NRL club he clearly loves so much won't be required beyond this season, there is obvious disappointment and sadness and a distinct feeling of unfinished business.

But not resentment.

"As a coach there are a couple of things that you are reluctant to do and one is to make excuses," Henry said.

"The board gather information and make a decision that is in the best interests of the club and I can wear that.

"It's a bit of a bitter pill, but I understand their position and go 'well, ultimately, we're not where we want to be' and they have made a decision.

"Purely on results alone, I haven't got a leg to stand on."

North Queensland head into tonight's game in 13th with just six wins from 18 games.

It's far from where the team was expected to be after being touted among the premiership favourites at season's start.

But should 2013 results alone after two previous finals appearances be all that Henry's tenure at the Cowboys was based on?

"Jack Gibson once said 'when a team is going well it's not always because of the coach and the same applies when the team is going poorly', and it's true, you can't just put it down in black and white," he said.

And there are things that have worked against the club in 2013.

Perhaps most significant has been Matt Bowen, so crucial to the Cowboys' attack clicking, being hamstrung by his knee, then lack of continuity at hooker and in the halves along with some of their young guns failing to live up to expectation.

Off the field, the tragic death of Alex Elisala in April hit hard.

"For us to live up to the pre-season hype, it relies on the players playing at the standard that they were playing last year and the coach's role is to get that, too, but we also had unforseen things happen," Henry said.

"Things have transpired that have really upset our momentum. But if you don't look deeply into that sort of stuff then the easy thing is to say 'they're just not performing, why?' 'The coach'," Henry said.

"The season has been disappointing, but there are some pretty valid reasons for the team lacking cohesion.

"That's where I'm disappointed not to get another opportunity to prove they were the main reasons for this season."

Execution and errors have frustratingly let the Cowboys down often as they have lost numerous games by agonisingly close margins, but that fight from his players means Henry is confident he has never "lost the dressing room".

If he had, he doubts he would have been asked to see out the season. However, rugby league is a business and results are the bottom line.

Rumours got stronger with each game from May until after a June 30 board meeting when they appeared more like fact.

Henry took it in his stride, kept working his ridiculously long hours, but he admitted he felt for those around him - his wife Cath and two children and other coaching staff - as they were confronted with headlines and gossip that impacted on them as much as him.

"There's a real human element to coaching and it can be quite confronting to your family," he said. "But ... for all the criticism you get from the armchair critics ... 99 per cent of it is rewarding.

"You're putting smiles on people's faces and I've loved my time here."

When Henry rides into the sunset he will do so proud and hopeful of seeing the club achieve premiership glory.

"If we've got some men that can perform better and I'm not getting that out of them, well, I hope the new coach - for me and for this town - does do it because I want the club to be successful," he said.

Road-rage killer of 2 truckers executed in Texas

HUNTSVILLE, Texas ? A former financial analyst with a history of disruptive behavior was executed Wednesday for the road-rage shooting deaths of two truckers in the Dallas area 15 years ago.

Douglas Feldman, 55, received lethal injection for gunning down Robert Everett, 36, of Marshfield, Missouri, and Nicholas Valesquez, 62, of Irving.

Feldman mimicked the announcement a judge or jury makes when announcing a verdict, using the names of his victims and declaring he had found them guilty of crimes against him.

"I have sentenced them both to death. I personally carried out their executions," he said in a loud voice, adding that he carried out their executions in August 1998.

"As of that time, the state of Texas has been holding me illegally in confinement and by force for 15 years," Feldman said. "I hereby protest my pending execution and demand immediate relief."

He appeared very nervous, breathing quickly and his feet twitching under a sheet. As the drug began taking effect, he grimaced twice, took a few deep breaths and began snoring. Then all movement stopped.

Feldman was pronounced dead 13 minutes after the lethal drug was injected at 6:28 p.m. CDT.

Feldman's attorney, Robin Norris, filed a clemency petition with the Texas Board of Pardons and Paroles that was turned down Monday. Multiple courts, including the U.S. Supreme Court, earlier rejected his appeals on Feldman's behalf.

Feldman, from Richardson, was riding his motorcycle the night of Aug. 24, 1998, and said Everett, driving an 18-wheeler, cut him off on a Dallas County freeway so he took out his 9 mm pistol, pulled up alongside the truck cab and shot him. Feldman testified at his capital murder trial that he was still angry about 45 minutes later when he spotted Valesquez, a gasoline tanker driver filling a Dallas service station, and shot him.

"A security camera catches him shooting the man in cold blood," Jason January, the former Dallas County assistant district attorney who prosecuted him, said. "Several counties were frightened as this unidentified motorcyclist was out acting like 'The Terminator.'"

Feldman was arrested more than a week later, after shooting and wounding a man at a fast-food restaurant and driving off. A bystander saw the shooting and reported his license plate number to police, who tracked him down and found Feldman with two pistols and nearly 300 rounds of ammunition. Ballistics tests confirmed one of the guns was used in all three shootings.

"It feels wonderful to cause their death and to watch their pain," he said in one of 81 letters he wrote to a former girlfriend while awaiting his trial. The writings from the magna cum laude Southern Methodist University graduate were introduced into evidence.

"God forbid I ever had my finger on the button to launch a nuclear explosive device because I guarantee that I would wipe as many of these bastards off the face of the planet as I am able!" he said in another letter.

Without remorse, he also acknowledged the killings while testifying at his capital murder trial.

Evidence showed he got into trouble as a juvenile, had drug possession and selling issues and wound up in state custody. He also had robbery and drug convictions.

While in prison, records show Feldman racked up 136 disciplinary cases, including one for ripping out the phone in a visiting cage where death row inmates are interviewed by reporters. Texas prison officials subsequently refused him media access.

The day before the fatal shootings, evidence showed he shot up a Volkswagen dealership where he once had some work done.

"His statement just showed more of the heart of the man," John Everett said after witnessing the execution of his brother's killer. "Very dark and very evil and very unremorseful."

"I was 12 when it happened," Robert Everett's daughter, Emily, said. "Now I'm grown, married, with kids, and my dad didn't get to see any of that. I feel my dad finally has justice after 15 years."

Feldman became the 11th prisoner executed this year in Texas and third this month. At least seven other inmates are scheduled to die in the coming months in the nation's busiest capital punishment state.

The location, at 5959 Corporate Drive, will close on Sept. 27, according to a Worker Adjustment and Retraining Notification Act letter filed with the Texas Workforce Commission.

The affected employees are not represented by a union, but almost all of them have the opportunity to relocate to the company?s other U.S. locations, according to the letter.

The company was not immediately available for comment. Pentagroup Financial is a CBV Collections Services company.

According to a press release posted to insideARM.com, a website for the accounts receivable management industry, Canada-based CBV Collection Services Ltd. announced earlier this year its Phoenix-based subsidiary Primary Financial Services LLC would acquire Pentagroup Financial. Terms of the deal, which were to go into effect in March, were not disclosed.

In addition to Phoenix, Primary Financial Services also has a location in Amherst, N.Y., according to its website.

Growth of Global Solar and Wind Energy Continues to Outpace ...

Solar and wind continue to dominate investment in new renewable capacity. Global use of solar and wind energy grew significantly in 2012. Solar power consumption increased by?58 percent, to 93 terrawatt-hours (TWh), while wind power increased by 18.1 percent, to 521.3 TWh.

Global investment in solar energy in 2012 was?$140.4 billion, an 11 percent decline from 2011, and wind investment was down 10.1 percent, to $80.3 billion. Due to lower costs for both technologies, however, total installed capacities still grew sharply.

Solar photovoltaic (PV) installed capacity grew?by 41 percent in 2012, reaching 100 gigawatts (GW). Installed PV capacity has grown by 900 percent since 2007. The countries with the most installed PV capacity today are Germany (32.4 GW), Italy (16.4 GW), the United States (7.2 GW), and China (7.0 GW). Concentrating solar thermal power (CSP) capacity reached 2.55 GW, with 970 megawatts (MW) alone added in 2012.

Europe remains dominant in solar, accounting for 76 percent of global solar power use in 2012. Germany alone accounted for 30 percent of the world?s solar power consumption, and Italy added the third most capacity of any country in 2012 (3.4 GW). Spain added the most CSP capacity (950 MW) in 2012 as well.?However, Italy reached the subsidy cap for its feed-in tariff (FIT) program in June 2013, while Spain recently made a retroactive change in its FIT policies, meaning that growth in solar energy will likely slow in these countries in the near future.

The Asia-Pacific region now accounts for 17 percent of global solar use, leaving it behind only Europe. Solar consumption grew by 69.5 percent in the region in 2012, and Japan (6.7 percent of the world total) and China (4.9 percent) are now among the?top five global solar energy consumers.

Due to slowing global economic growth, easing demand, and oversupply, there were significant net losses in the Chinese PV industry, which supplies more than half of the world market. The net losses have been exacerbated by growing trade wars between China and both the European Union (EU) and the United States after they accused Chinese companies of dumping solar panels on their markets. Overall, the United States added 3.3 GW of solar to reach a total installed capacity of 8.04 GW in 2012.

Total installed wind capacity edged up in?2012 by 45 GW to a total of 284 GW. In keeping with recent years, the majority of new installed capacity was concentrated in China and the United States, which reached total installed capacities of 75.3 GW and 60 GW, respectively.

The United States was the world?s top wind market in 2012, adding 13.1 GW. Increased domestic manufacturing of wind turbine parts, improved technological efficiency, and lower costs helped spur this increase, but the greatest catalyst was the threat of expiration of the federal Production Tax Credit (PTC)?which provides tax credits for kilowatt-hours produced by wind turbines?at the end of 2012.

The EU remained the dominant region for wind power, surpassing the 100 GW milestone and reaching a?total installed capacity of 106 GW in 2012?37.5 percent of the world?s market. Germany and Spain remained Europe?s largest wind markets, increasing their total installed capacity to 31.3 GW and 22.8 GW, respectively, and wind now accounts?for 11.4 percent of the EU?s total installed generation capacity.

Asia?s 15.5 GW of new installed wind capacity, the highest of any region in 2012, ensured that it remains on the heels of the EU with a total installed capacity of 97.6 GW. And while China?s?20.8 percent increase maintains the country?s regional dominance, India showed respectable gains by adding 2.3 GW to bring its total installed capacity to 18.4 GW.

Latin America also saw significant growth in installed wind capacity, with Brazil growing from 2.3 GW to 3.5 GW. Political instability continued to slow growth in Africa and the Middle East, but installed capacity grew by 9.3 percent to 1,135 MW in 2012. Sub-Saharan Africa looks poised to lead the way in 2013 as South Africa continues making progress on over 500 MW of new wind power capacity.

While policy uncertainties and changes will likely challenge the growth of solar and wind in the future, these technologies are well poised to grow. Declining solar technology prices, while challenging for current manufacturers, are helping solar to reach near grid-parity in many markets with renewed interests in the CSP sector as well. With the decreasing cost of constructing and maintaining wind farms, wind power is already cost competitive with conventional power energy sources in many markets.

San Diego City Council to sue mayor

SAN DIEGO (AP) ? The San Diego City Council voted Tuesday to sue Mayor Bob Filner over any costs the city must pay from a sexual harassment lawsuit filed by his former communications director, dealing another setback to the leader of the nation's eighth-largest city amid mounting calls that he resign.

The Council voted unanimously to ask that a court require the mayor to pay the city for any damages and attorney fees if the city is found liable. The decision behind closed doors came hours before the Council was to consider a request by the mayor's attorney to have the city pay his legal expenses.

"This is part of due process," said City Attorney Jan Goldsmith. "If Bob Filner engaged in unlawful conduct and the city is held liable, he will have to reimburse us every penny the city pays and its attorney fees."

Irene McCormack Jackson sued the mayor and the city July 22, alleging the mayor asked her to work without panties, demanded kisses, told her he wanted to see her naked and dragged her in a headlock while whispering in her ear. Since then, six other women have offered detailed accounts of Filner's advances, including touching and forcible kisses.

Seven of nine City Council members have urged the city's first Democratic leader in 20 years to resign, ensuring stiff opposition to paying his legal expenses even before Filner's attorney asked that the city pay his bills.

Ann Ravel, chairwoman of the California Fair Political Practices Commission, said an official cannot accept more than $440 a year in donated services. Campaign money can be used only to defend against alleged violations of the state's campaign finance law.

An official can, however, create a legal defense fund under state law, Ravel said, leaving a possible avenue if the City Council rebuffs Filner.

Filner, who is 70 and divorced, said Friday he would enter two weeks of "intensive" therapy Aug. 5, defying calls from his own party leaders to resign. The former 10-term congressman is less than eight months into a four-year term as mayor.

Land-use surveyor Michael Pallamary published a newspaper notice Sunday to begin a recall bid, two days after gay rights activist and newspaper publisher Stampp Corbin did so. Pallamary accused Corbin of being a stealth supporter of the mayor and threatened to file a complaint with the San Diego County district attorney's office alleging election law violations.

Pallamary said Corbin would make little effort to collect the more than 100,000 signatures needed to get a recall measure on the ballot, setting it up to fail and preventing another recall drive for six months.

Corbin denied the accusation Tuesday, saying Pallamary or anyone else was welcome to join the recall drive. He said he wouldn't pay anyone to collect signatures ? a common practice in California ? but that anyone could visit his office to sign the petition or pick up blank forms to circulate.

Corbin, who was appointed chairman of a city commission under Filner, declined to say if he voted for Filner or how he would cast his ballot in a recall. He said his motive was to bring swift resolution to the controversy.

"What I'm saying is, let the people of San Diego decide," he said. "There's nothing going on in the city, in City Hall. Everyone is focused on this scandal. That is not good for this city."

Confusion over whether recall petitions can circulate concurrently isn't the only procedural flaw uncovered since the mayor came under pressure to resign. The city attorney's office says a rule that voters must cast a ballot on a recall to be eligible to pick a replacement should be repealed because a federal judge struck down a nearly identical law during the successful 2003 recall of California Gov. Gray Davis.

Tony Krvaric, chairman of the San Diego County Republican Party, said Friday that he didn't expect big GOP donors or business leaders to make significant donations to a recall.

"The Democrats made this mess and they have to fix it," he said.

The multi-billion dollar merger between advertising giants Publicis and Omnicom will create the world's largest ad agency but their competitors brushed off concerns about a more powerful rival on Monday.

Martin Sorrell, the chief executive of WPP, currently the world's largest ad agency, told CNBC that he was not quaking in his boots yet.

"In terms of size, at the end of the day, if you look at the geographies, it doesn't really create great scale except in the U.S. and obviously the regulators are going to take a good hard look at that," Sorrell told CNBC Europe's "Squawk Box."

The global advertising market began its week with news of the creation of the world's biggest firm in the sector, after France's Publicis and U.S.-based Omnicom announced at the weekend they were joining forces to form a group worth $35.1 billion, overtaking global leader WPP.

David Jones, chief executive of French advertising agency Havas, said he was "very surprised" by the merger, and questioned the rationale of the deal for clients and employees.

"It's clearly a very cleverly constructed deal and I think it makes huge sense for the two current CEOs and works for them, but I think you end up making two people happy and 130,000 [people] and many clients concerned and destabilized," he told CNBC's "Worldwide Exchange."

Jones said Havas wouldn't block the deal for anti-trust reasons.

Both WPP's Sorrell and Havas's Jones said a bigger agency wasn't what clients wanted, rather marketers wanted agencies that were more nimble, entrepreneurial and less bureaucratic.

Shares of WPP were up 2.38 percent on Monday morning, while Havas's shares were up 6 percent. Trading in shares of Pubicis would resume at 2.30 p.m. London time, when the U.S. market opened.

Analysts also questioned whether Omnicom and Publicis could execute on the merger.

Potential issues include how the firm will cope with its bases split between the U.S. and Europe, whether the two cultures can be combined effectively and potential conflicts of interest in terms of representing competing clients.

The firms will now collectively represent competing brands, including Coca-Cola and Pepsi, McDonald's and Taco Bell.

"Clients really have not been taken through the pros and cons of this in any great detail and it's going to be very interesting to see what happens," WPP's Sorrell said.

Mike Amour, CEO of Asia Pacific at advertising network Project Worldwide, said the merged firm could tackle this concern by being open and transparent with its clients.

"As long as the agencies are transparent and are upfront with their clients about potential conflict [the issue can be avoided]. This is not the first time this has happened in regards to clients from similar categories sitting under the same agency," he said.

Publicis's 71-year old CEO Maurice Levy and Omnicom's 60-year old CEO John Wren will run the merged group together for the first two-and-a-half years, after which Wren will take the reins.

"Time will tell if the cultures will click and whether clients and talent benefit - and how $500 million of synergies will be generated without job cuts. Co-CEOs is not an easy structure," Sorrell added.

"Having said all that I think it's a tremendous deal for Publicis. It's an extremely bold, brave and surprising move...but we'll have to see how this all plays out."

Changing with the times
The global advertising industry has been undergoing a rapid transformation in recent times with the rise of digital marketing. Major ad agencies have been snapping up digital marketing companies in emerging markets in recent years in a bid to compete.

The newly merged firm Publicis Omnicom Group could be better able to compete with global giant WPP, Project Worldwide's Amour said, especially in terms of pursuing business in India and China.

"It's a very bold move in regards to the very fast developing economies such as India and China. WPP has made strong inroads there over the past 20 years, Omnicom and Publicis have been slower in that regard, so this will accelerate their ambitions in these geographies," Amour said.

Publicis Omnicom Group is set to spend around $100 billion a year in marketing budgets for its clients, equivalent to 20 percent of the global media business, Reuters reported, which means the deal could be subject to scrutiny from antitrust regulators.

The deal is expected to be closed in the final quarter of this year, or the first quarter of 2014.

Not a Tame Lion: Intimacy, Friendship, Romance, and Dating

Peggy Fletcher Stack?s Salt Lake Tribune article ?Why young LDS men are pushing back marriage? got my thinking. For now, I?d like to leave aside the exaggerated extent of hookup culture and the anxiety over dates as marriage auditions and focus on questions of intimacy. (I am also assuming a heterosexual setup for purpose of conversation; I would appreciate that, if that setup and wording throughout upsets you, you read into the following what gender pronouns and specifications you wish.) What follows is going to be a muddle of thoughts and obviously flawed sociology, but I?m just trying to get a few thoughts and questions out in the hope that I can spark discussion.

Despite my reservations about alarmism concerning new technology [1], I think the article does bring up an interesting issue: if one already knows so much about one?s potential romantic interest from digital communication and social media, what does one do on a date? For one, I wonder to myself whether apostles would have been alarmist about other mediated communication, such as letters, in the past (?Can you really presume to know the soldier who?s been serving in the Pacific for four years, young ladies, when all you?ve done is written each other in that time? I am worried for this envelope-addicted generation.?). On a more significant note, however, it raises a very important question about intimacy.

The question assumes that one must enter a potentially romantic relationship with significant holes in one?s knowledge about the other person; courtship must entail getting acquainted, even with things that seem to be the matters of small talk on a first date. If this ignorance of the courted person?s identity is compromised, however ?say, by ?meeting? him or her on social media ? the topics of conversation on the date will have been prematurely exhausted and courtship will be stunted forever. In this conception, group dates, hanging out, and social media threaten the foundation of marriage: premarital starvation with regard to emotional intimacy.?

As it stands, this idea of courtship and marriage argues that in intergender social relationships (pairings that could, potentially, become romantic), non-romantic ?(and non-sexual) emotional and personal intimacy threatens the potential for romantic intimacy later on.?

First, I think we might be witnessing a social shift wherein non-romantic intergender friendships, even outside of professional spheres, might be more and more socially acceptable. The very fact that men can complain, in various degrees of unjustifiability, of being ?friendzoned? is evidence of this shift; those that complain of such things are experiencing the tension between an older conception of intergender relationship wherein emotional intimacy was invariably a precursor to romance/sex and a newer conception that denies that invariability. In past years, friendships would be almost exclusively homosocial: men with men, women with women, and the only emotionally intimate cross-gender relationships were marital ones. Now, they can be otherwise. Friendship, however, carries with it by definition a degree of non-sexual, non-romantic emotional intimacy. In this newer notion of friendship, one can experience emotional intimacy with the opposite gender outside or before marriage. Is cross-gender friendship itself objectionable? (I hope not.)

Second, maybe we?re witnessing a shift in emotional intimacy overall: we can express ourselves more openly in public through social media. Does this openness, this public self-revelation, impair us in our in-person relationships that should be intimate? Do we have a finite measure of emotional intimacy to expend? Does baring one?s soul relatively impersonally frustrate baring it personally? While there might be some degree of truth to this, I think that cracking down on premarital emotional intimacy has a particularly gendered aspect. It is expected in American culture that men be emotionally closed, that they deny excesses of feeling or negative sentiments that might be deemed weak or womanly (anger is more okay than depression, for instance), that they put up a tough front to other men, while women are not socially penalized for enjoying emotional intimacy with their ?girlfriends.? (I recognize that this is a generalization mitigated in some contexts by LDS culture, which allows men a more open expression of emotion in matters of family and spirituality.) If we denounce premarital general emotional intimacy, men might suffer more than women, as they would lose a potential outlet.

Third, if we agree that cross-gender non-/pre-marital non-romantic emotional intimacy is possible and acceptable, then we will have to redefine romantic intimacy differently. No longer would a date necessarily mean small talk. What is romance, then, in an era of cross-gender friendship? What can we share with a romantic interest or partner that we do not with friends? In many non-LDS settings, this is easily settled: sex. However, in an LDS context, one can have asexual/celibate romance; in fact, one must have it, as sex is reserved for marriage, which comes only after romance. Is romance a matter of opening up parts of oneself to the romantic interest that are closed to others? In a monogamous society, it seems that personal openness is a hallmark of an exclusive romantic relationship. What, then, do we close to our friends that we open to our lovers and our fianc?s? Where is the line between cross-gender friendship and romance? What can a date become in this new world?

Lately, I?ve been attending a whole new flavor of networking events that seem to be the up and-coming-trend ? ?targeted networking?. You?re not reconnecting with your contact to sell them your most popular program or service. ?It?s not about selling. ?It?s about building relationships that your business will profit from in time!

Action Plan:

Step 3: Connections ? offer partnerships & referrals

Offering partnerships is the fastest way to build relationships with contact. ?You never know you people know. ?This contact might not be your ideal or next client, but they could be your connect to your next 5 clients.

Best Buy stores to feature Samsung kiosks

(AP) ? Shares of Best Buy jumped on Thursday after it announced plans to create store-within-store kiosks for Samsung products ? a vote of confidence from a major consumer electronics retailer that the brick-and-mortar format is still an important way to sell products.

Best Buy shares rose more than 16 percent Thurday.

The Minneapolis-based company has battled the "showrooming" effect as more and more people browse in stores and then buy items cheaper online. This has led to fears that the big-box store format is growing obsolete.

But Best Buy has aggressively fought back under new CEO turnaround expert Hubert Joly ? introducing an online price matching policy, giving employees extra training and cutting costs and revamping stores.

The latest deal is a sign that consumer electronics retailers are sticking with the chain. The company will offer Samsung dedicated kiosks at 1,400 Best Buy and Best Buy Mobile stores. Shops will offer the full range of Samsung's mobile products, including smartphones, tablets, laptops, cameras and accessories.

The move shows "a very high-profile consumer electronics vendor still finds Best Buy a relevant distribution outlet," said Morningstar analyst R.J. Hottovy.

It's also a way for Samsung to carve out dedicated retail space without investing in overhead necessary to open its own stores, like its chief rival, Apple Inc., has done.

About 900 Best Buy and Best Buy Mobile stores will be open by early May, with the rest open by early summer.

Janney Capital Markets analyst David Strasser said the deal is an example of Best Buy making merchandising progress. He said it may be a wake-up call that will convince other vendors, like Google, Microsoft and Sony, to invest more with Best Buy.

Best Buy shares rose $3.48 or 16.1 percent, to close at $25.13 Thursday, after briefly reaching a 52-week high of $25.30. The stock has more than doubled since the start of the year.
